Report from the Summit Group on Public Safety

The participants in the Public Safety Group agreed on three major recommendations:

  • The group recognized that resources would be required to address their priority concerns. They recommended that the city look for new ways of funding priorities through pursuing grants and evaluating the city’s ordinance fine structure. The group felt that a grant writer would be a worthwhile investment.

  • Public safety must be enhanced by improved communication and coordination among municipal departments, agencies, and the citizenry. To this end, emergency preparedness planning, training and exercising should be conducted jointly by all appropriate constituencies. Emergency communication technology should be reinstituted to enable the city to communicate with all residents and used appropriately.

  • Concern was expressed about the safety of our streets and sidewalks including maintaining and improving the infrastructure of existing ways, pedestrian safety at crosswalks, traffic calming measures in high risk areas, bicycle lanes, bicycle safety promotion, and evaluating vehicle, bicycle, and pedestrian safety needs.


Other recommendations related to concerns that were raised include:

  • Have a transparent process to prioritize the use of city resources during the current fiscal conditions.

  • Establish new and strengthen existing systems to respond to youth crimes, including education and restorative justice programs.

  • Take advantage of opportunities such as using residents who are required to provide community service for programs such as clearing snow from sidewalks.

  • Create opportunities to establish excellent relations between Police and residents.

  • Conduct outreach to senior citizens and expedite their communication with city agencies.

  • Resolve the Newton Corner traffic hazard and other similar problem areas under the control of the Commonwealth.

  • Ensure that there is prompt and effective emergency response for school security issues, including staff training.

  • Create a capacity to monitor consequences of state and federal actions, such as the likelihood of a Turnpike toll increase resulting in more traffic passing through Newton streets.

  • Identify and incorporate appropriate “best practices” for Newton’s municipal services.
