Infrastructure

Mayor-elect Warren will be taking an inventory of Newton’s physical infrastructure so that the city can prioritize and plan for required capital investments. We asked the group for ideas on how to better care for our infrastructure without taxing Newton residents more. They recommended that we:

  • Stop deferring maintenance now in ways that end up costing more in the long run.

  • Look at costs to the city over a life-cycle.

  • Look at the SchoolDude program for immediate maintenance and repairs.

  • Organize our maintenance requests better to make sure our employees are spending their time effectively.

  • Track responsibilities in infrastructure maintenance and hold employees accountable.

  • Follow up on requests to make sure employees are doing the work and getting back to people.

  • Use the knowledge of our infrastructure to schedule regular maintenance.

  • Consider a proactive policy that assures a certain percentage of the budget goes to preventative maintenance.

  • Allow private citizens to pay for maintenance that they currently cannot due to equity requirements and union contracts.

  • Increase our bonds.

  • Sell or rent surplus buildings.

  • Consolidate city services into fewer buildings.

  • Increase accessibility according to the accessibility transition plan to ensure that we get federal funding.

  • Create a maintenance trust fund.

  • Use the Newton Volunteer Corps and pull in new people to help with maintenance.

  • Closely examine what we have as a proactive preventative maintenance policy, if anything.

  • Construct a Capital Improvement Plan based on the evaluations of both short and long term costs.
