Mission Statement

The Transition Finance Team will prepare Setti Warren’s administration to address Newton's current fiscal challenges:

1. Identify issues and opportunities concerning the FY10 budget and advise the Setti Warren administration on how to achieve his goal of revamping the budget process for FY11;
2. Plan a zero-based budgeting approach and a longer-term performance-based management, budgeting and reporting system (NewStat);
3. Evaluate key issues in negotiating total compensation (wages and benefits) for city employees while maintaining the City's commitment to excellence, including alternatives to control and pay for health care costs for current and retired employees;
4. Develop a process for taking inventory of Newton’s physical infrastructure so that the city can prioritize and plan for required capital investments;
5. Begin the process of longer-term, multi-year strategic planning and budgeting.
